December 4, 2012 > Newark City Council Newark City Council Written Communications: Sue Johnson expressed appreciation for dedication of her name as an addition to Bridgepointe Park (i.e. Susan Johnson Bridgepointe Park). Congressman Pete Stark sent an American Flag from his office inventory as a memento of his years of service in the U.S. House of Representatives. Non-consent: Approve an addendum to Dumbarton Transit-Oriented Development Specific Plan Environmental Impact Report; approve form based codes and construction of approximately 553 residential units on "Torian Property" of 42.22 acres on the west side of Willow Street at the terminus of Central Avenue. Included is an affordable senior housing agreement and 15,000 square foot grocery store on adjacent property. All proposed construction is within the previously labeled "Area 2" of Newark. Approval does not include architectural design which is expected to be proposed within few months. Construction may begin as early as spring 2013. Several speakers questioned the development and timing of the proposals. Concern was expressed about adjacent wetlands and wildlife, proximity and safety of Union Sanitary District mains, soil toxicity of property and adjacent land, and climate effects including sea level rise in low lying areas such as this. Staff responded by saying that before any construction could commence, all public agencies that have a stake in the environmental and safety of the area would be required to certify their approval of the project.
