Work Session Community Development Block Grant (CDBG) and Social Services FY 2013 funding recommendations.
Consent Authorized City manager to execute a Professional Services Agreement with InfraTerra, Inc. in the maximum amount of $195,000 for design and engineering services during construction which is scheduled for completion in September 2013. Total estimated project cost is $625,000. The FY 21012 Capital Improvement Program (CIP) budget includes $300,000 in the Water System Capital Improvement Fund; the FY 2013 CIP budget will include the balance of $325,000. Staff will also apply for a FEMA grant in October 2012; if the application is successful, it will offset up to 75 percent of the design and construction costs.
Public Comments Renee Besold, President Literacy Council of Hayward, questioned the disqualification of her agency's application for CDBG funding. The disagreement focused on what constitutes a fiscal audit and why a definition/direction was not included in the application packet and why staff did not immediately point out that what was submitted was not acceptable to give the agency time to comply.
Gabriel Hernandez, Hayward Day Labor Center, and two others spoke in support of continued CDBG funding for the facility and its services. Unfortunately, scaling-back of funding could reduce staffing levels; he hopes funding can be restored to maintain services.
Tom Silva, Rental Housing Owners Association, spoke of the civil rights of tenants and landlords.
Kim Huggett, Hayward Chamber of Commerce, reminded everyone of the forthcoming Hayward Restaurant Walk in Downtown Hayward on April 19, 2012 from 5 p.m. until 9 p.m. Ticket books cost $20 before April 12, or $25, thereafter, for use at participating restaurants. Only a few ticket books remain. Available at Hayward City Hall (B St.), Hayward Public Library (C St.) and at the Hayward Chamber of Commerce (Main St.).
