Consider an emergency request for $5,000 funding as a bridge until additional funds are received. After discussion and review, FAJ spokespersons indicated that with grants from Tri-Ced Recycling and Supervisor Lockyer's office a crisis would be averted for the next three months but long term funding is a problem. The request for emergency funding was tabled pending further review of procedures to handle such requests for nonprofit agencies. Report on Old Alvarado area Present strategies to redevelop Old Alvarado area including: creation of a Merchant's Association, Business Improvement District, Capital Facilities District, Bicycle and Pedestrian Improvements, District Identification signs, Public Art, Walking Tour and Parking Lot. The recommendation with the lowest cost and highest benefit expected is assistance in formation of a Merchant's Association. Amend FY 2011-12 and FY 2012-13 Budget with status report on Funding Operating and Maintenance costs of now defunct Union City Redevelopment Agency. Personnel costs of $1,163,246 associated with City function and funded through Redevelopment must be shifted to alternative sources of funds. Some of the Non-Personnel costs of $485,830 are included in the Successor Agency obligations. Staff recommendation is use of unbudgeted reserves for one-time costs through FY 2012-13. Recurring budgetary issues following FY 2012-13 will need to be addressed as the situation becomes clearer at the State level and with the economy.
