Public Hearings Certify Final Environmental Impact Report and a General Plan amendment for the Dumbarton Transit-Oriented Development Specific Plan. The new developments within this area (Area 2) - south of Thornton Ave, west of Willow St - will be "form-based" instead of using specific land use criteria so the overall look of the area will conform to a visual plan. There is no commitment to redevelopment resources for this process nor is it dependent on train service; it will be funded without City resources - 80% Metropolitan Transportation Commission and Association of Bay Area Governments/ 20% Property owners. Labor support of this development as a means to increase employment and training opportunities was expressed at the meeting.
