Public Hearings Approved finding that City modifications to the state construction codes are reasonably necessary because of local climatic, geological, or topographical conditions and adopted construction codes to amend the Newark Municipal code. These codes include building, residential, mechanical, electrical, plumbing, reference standards, historical, energy, green and fire prevention.
Consent Cancelled November 11 and November 25, 2010 Council meetings due to holidays; November 11 is Veterans Day and November 25 is Thanksgiving.
Nonconsent Authorized the Mayor to sign a contractual services agreement with Questa Engineering Corporation to conduct the Newark-Fremont Bay Trail Realignment Feasibility Study. The City of Newark, in partnership with the City of Fremont, has applied for and received a grant for $80,000 to study the relocation of the Bay Trail. The Bay Trail is a planned recreational corridor that, when complete, will encircle San Francisco and San Pablo Bays with a continuous 500-mile network of bicycling and hiking trails. It will connect the shoreline of all nine bay area counties.
Council Matters Declared a vacancy on the Newark Senior Citizen Standing Advisory Committee and authorized the City Clerk to post a notice of vacancy.
Oral Communications Supporters of No on Measure U, Wayne Miller, Mari Miller, Margaret Lewis and Dean Lewis, spoke about someone removing their signs. They were concerned that the Yes on Measure U campaign was the culprit and had replaced them with Yes on U signs, but had no proof.
Mayor Smith spoke about the death of an outstanding community activist, Nick Volpe, who recently expired.
