Work Session Reviewed Inclusionary Housing Ordinance and In-Lieu Fee
Consent Calendar Opposed Ballot Initiative to suspend the Clean Energy and Air Pollution Control Standards of the Global Warming Solutions Act 2006 (AB32).
Carlos Bee Blvd realignment: summary vacation of part of Carlos Bee Blvd and authorized City Manager to award project. Expected cost is $1.423M (covered by FY 2011 Capital Improvement Program funds). The city will receive $724,500 reimbursement from the federal Highway Safety Improvement Program.
Designated Councilor Barbara Halliday as the voting delegate and Councilor Francisco Zermeno and Councilor-elect Mark Salinas as alternates for the League of California Cities 2010 Annual Conference, San Diego, from September 15 to 17.
Authorized Redevelopment Agency (RDA) Executive Director to execute a Professional Services Agreement with Andrew Knight for Cinema Place Garage Mural Project in an amount not to exceed $62,000.
Authorized letter from Mayor's office to Arizona Governor Jan Brewer requesting reconsideration of state immigration law. Moved by Zermeno; seconded by Dowling. (4 YES votes; 3 ABSTENSIONS (May, Quirk, Sweeney)).
Legislative Business Assigned City of Hayward's Recovery Zone Facility Bonds to Alameda County to fund a project for Western State Design, Inc.
Terminated Exclusive Negotiating Agreement with the MIKA Realty Group, LLC, for the City Center Campus Project, and authorized RDA Executive Director to execute a contract with FBA, Inc. to prepare specifications and bid documents for the demolition of Centennial Hall in a maximum amount of $50,500.
RDA Entered into a 90-day Exclusive Negotiating Agreement with Urban Dynamic, LLC, for a proposed 60-unit, residential development at the residual Burbank School Site.
Approved consolidation of City Council Commercial Center Improvement Committee (CCCCIC), Council Downtown Committee (CDC), Economic Development Committee (EDC) and Hayward Redevelopment Area Committee (HRAC). The matter will be brought back on July 20 for consideration of how the committees might be combined.
Public Comment Linda Mandolini, Executive Director, Eden Housing, thanked Councilor Kevin Dowling for his service to Hayward and support of Eden Housing and presented a retirement gift.
Doug Ligibel and others are in favor of bringing forward the curfew for minors to 10 p.m. on weekends and to 9 p.m. on school nights. He urged continued support for law enforcement to fight crime. Public safety is a Council and city staff responsibility. The curfew ordinance is under review by Hayward PD.
