Lifetime Achievement Award

Submitted By Hayward Chamber of Commerce

Hayward Chamber of Commerce honored Sheriff Emeritus Charles C. Plummer with its Lifetime Achievement Award at its Annual Gala on January 30 at California State, University East Bay.

Charley Plummer, with more than 50 years continuous service, is one of the longest-serving peace officers in California and a legend in the law enforcement community. He held several command positions with Berkeley Police Department (BPD) before becoming Chief of Hayward Police Department (1976-86) and his election to serve as Alameda County Sheriff (1987-2007).

Plummer was a field commander with BPD at the time of the People's Park riots in 1969. After five terms, he officially retired as Sheriff on January 13, 2007, but still works a day or two each week in the department's Office of Emergency Services as Sheriff Emeritus.

Under his stewardship, the Alameda County Sheriff's Office (ASCO) was certified by the Commission on Accreditation for Law Enforcement Agencies, the American Correctional Association, National Commission on Correctional Health Care and the California Medical Association. Three are known as the "Triple Crown," a great honor and achievement in law enforcement. ASCO has more than 1,500 staff and is one of only a handful of "Triple Crown" agencies nationwide recognized for excellence and good practice.

Plummer is a graduate of the University of San Francisco, the FBI Academy and the National Executive Institute. He is a Past President of the California State Sheriffs' Association, Hayward Rotary Club and the Lake Merritt Breakfast Club. He sits on the Executive Board of the Boy Scouts of America, chaired the Salvation Army's Capital Campaign and has served as a director or trustee on various boards, including American Red Cross and St. Rose Hospital, sponsor of the Lifetime Achievement Award.

His devotion and loyalty to his wife Norma, their ever-growing family and numerous friends are legendary. Charley Plummer exemplifies the best qualities of a man who has served his family, friends, community and country with honesty, integrity and without compromise.
