Consent Calendar:
Hold joint public hearing on proposed Redevelopment Agency Plan Amendment. Increase cap of the agency to $1.5 billion.

Accept ownership of Niles Town Plaza property from Redevelopment Agency

Approve Memorandum of Agreement with San Francisco Public Utility Commission for an easement for Pipeline #5 project through Fremont.

Receive a grant from Association of Bay Area Governments (ABAG) for Bay Trail Gap Feasibility Study.

Award a construction contract to Ross Recreation Equipment Co., Inc. for Central Park Dog Park shade shelters and furnishings in the amount of $116,629.

Annual report of Development Impact Fees delivered to council.

Recognize Vasona Management/Redwood Plaza for Receiving 2009 GEMM Award for "Rental Property of the Year."

Redevelopment Agency submission of Plan Amendment to City Council and State Agencies.

Designate the City of Fremont as a "Recovery Zone" to issue Recovery Zone Economic Development Bonds and Recovery Zone Facility Bonds.

Referral from Vice Mayor Bob Wieckowski to create an ordinance that will ban the use of polystyrene foam food packaging in Fremont. Discussion centered on timing of the ordinance.

Adopt a resolution that requires new non-residential condominium conversions to set aside a capital fund to anticipate major expenditures for a five year period from inception. City Attorney indicated that the funds may be taxable and add to the cost of the fund to a developer and/or owner. Vote 4-1 (Councilperson Harrison dissenting)

Aqua Adventure first season review. Deemed successful by Waterpark General Manager Kim Beranek and Director of Parks and Recreation Annabell Holland. - No action.
