Approved terms of Route 238 Corridor Settlement Agreement - lump sum stipend; new, low-income housing; opportunity to purchase home program; dispute resolution subject to passage of AB1386, resolution of class action complaint against Caltrans and the City of Hayward and dismissal of La Raza v. Volpe in federal court.
Amended Street Racing Ordinance to introduce administrative citations of $500 for the first offense, $750 for the second and $1,000 for the third and subsequent offense for anyone associated with the illegal activity of street racing.
Authorized the issue of Multi-Family Housing Revenue Refunding Bonds (Tennyson Gardens) 2009 Series A plus a $1.5M redevelopment agency loan to rehabilitate Tennyson Gardens.

Amended City ordinance governing card club regulations following Council's approval, on Sept. 22, of Palace Poker Casino's application to increase the number of card tables from eight to 11. 5-2 vote in favor. Mayor Michael Sweeny and Councilwoman Anna May voted against.
