Confirm appointment of HOK Architects to develop a Midtown Community Plan with design guidelines. An environmental analysis will be included. An amount "not to exceed" $300,000 has been allocated for this contract. "Midtown" is defined as the area bounded by Fremont Blvd., Mowry Ave., Paseo Padre Pkwy. and Walnut Ave. including connections to historic districts and the Fremont BART station.

Sign the Bay Area Climate Change Collaborative Charter of the Bay Area Climate Change Compact. Direct staff to work with this group to create goals and effect actions for positive environmental changes to the Bay Area. It was noted that Fremont, as one of the largest Bay Area Cities, should be involved in the formative phase of this discussion.
