Recreation Coordinator Amy Davis voted 2009 Recreation and Community Services Department Employee of the Year.

Approved the Purchase and Sale Agreement of 6066 Civic Terrace Ave to the Alameda County Medical Center for $1.2M based on fair market value.

City Manager Reports

Accepted bid and awarded contract to American Asphalt Repair and Resurfacing Company, Inc., for 2009 Street Slurry Seal Program in the amount of $179,564.70 compared with the Engineer's estimate of $210,000. Project funding will come from the $750,000 Gas Tax Fund allocation for FY 2008-09 Street Maintenance Programs, from Prop. 1B funds and Measure B sales tax funds.

Delinquent garbage payments, owed to Waste Management of Alameda County, to be placed on the County tax rolls.

Signed an agreement with the City of Fremont for Case Management services. Case Management is offered through the Newark Senior Center and targets frail, homebound Newark seniors to allow them to remain in their own homes.

Signed First Amendment to the FY 2008-09 City-County Agreement to qualify for Community Development Block Grant-Recovery (CDBG-R) Program funding under the 2009 American Recovery & Reinvestment Act (ARRA). Newark will receive approximately $94,526 in CDBG-R funds.

Amended the FY 2008-10 Biennial Budget and FY 2009-10 Capital Improvement Plan. Spending cuts of $1.5M are being implemented this month. Proposed budget reductions of $3.5M in the second fiscal year may be scaled back if voters approve a utility user tax measure in Nov 2009.

A proposed Utility Users Tax will appear on the ballot in Nov 3, 2009. A tax rate of 3.9% and 20-year term were unanimously approved. The UUT will apply to electricity, gas, telecommunications and video services. The measure will generate approximately $2.6 million annually.

Council Member Ana Apodaca designated as a voting delegate for the Annual Business Meeting of the League of California Cities' Annual Conference, Sept 16-18, at the San Jose Convention Center. The Annual Business Meeting, at which League members establish policy, will be held Sept 18. No alternates were designated.
