Presentations and Proclamations Police Detective Dan Anderson received the Law Enforcement Professional Achievement Award, presented annually by the California Peace Officers' Association (CPOA).
City Manager Reports Approved matching grant funding for $119,000 from ACTIA's Measure B Bicycle and Pedestrian Countywide Discretionary Fund Program to complete Bicycle and Pedestrian Master Plan.
A number of general revisions are proposed to the annual budget. The City will perform the year-end closing and an annual financial audit, which will then provide the final budget and actual information for FY 2008-09. Amend the FY 2008-10 Biennial Budget and Capital Improvement Plan for FY 2008-2009 for general revisions.
The City has reduced its library funding commitment from 18 hours a week to 4.5 hours a week because of budget cuts. The County has agreed to maintain services, 43 open hours per week, for Newark residents. The City will pay the County $72,930 to staff the Newark branch for 4.5 hours per week on Sundays.
Cost savings through salary reductions agreed with the following: Newark Association of Miscellaneous Employees (NAME), Confidential Employees and Managers, Supervisors, and Professional Employees - 5% (38 hour week) for the second consecutive year; Newark Fighters' Association (NFA) - 2% salary reduction during FY 2009-2010; Sworn Management in the Fire and Police Departments will continue the second year of a 2% salary reduction. Managers, Supervisors, and Professional Employees will continue to forego merit increases for a second year. The pay reductions will save the City approximately $620,000 in FY 2009-10.
Janet Drews appointed as Planning Commissioner. The appointment will be for the unexpired term of the vacant position scheduled to expire December 31, 2010.
