Proclamations and Presentations Sergeant Gloria Lopez-Vaughan honored as the 2008 Union City Police Department Officer of the Year on her recognition by the Newark Optimist Club.
May 22 proclaimed as "Arbor Day" in Union City
Consent Calendar City will participate in a cost-sharing agreement with Stopwaste.org for the proposed Green Packages Project. Alameda County cities are pooling 4% of their Energy Efficiency and Conservation Block Grant stimulus money to enable the County to leverage the funds for more competitive grants.
Entered into a joint agreement with the Cities of Alameda, Berkeley, Fremont, Livermore and San Leandro to access Neighborhood Stabilization Program (NSP) funds. Cities in greatest need received HUD funding to deal with foreclosures under the Housing & Economic Recovery Act 2008. Other municipalities can access funds from the State of California's Housing and Community Development Department for NSPs as part of a joint application for a combined minimum of $1M.

Public Hearing Unanimously approved a substantial amendment to the 2008-09 Community Development Block Grant (CDBG) Action Plan to receive CDBG-R funds under the American Recovery & Reinvestment Act 2009 for the City's Housing Rehabilitation program.
Unanimously approved execution of a ground lease for property owned by Union Development Company and located within the Alvarado Plaza Shopping Center, the use of up to $3M of Tax Increment funds for ground lease expenses and construction of a Union City police substation on the property and preparation of requests for proposal for architectural and engineering services and for construction, construction management and related services for the design and construction of the police station.
City Manager Reports Presentation of the City's operating budget for FY 2009-10 and 2010-2011 and Capital Improvement Plan (CIP) for FY 2009-10 to FY 2013-14. Authorized the City Manager to immediately begin the layoff process, as per the city's personnel rules, for employees potentially affected by the city's reduction plan. No council action taken at this time. Next budget meeting: Budget Workshop (Council and Public Q&A) at City Hall, Union City, on Monday, June 8, 2009 at 7 pm. |
