Appropriate $4,028,260 in Fire Safety Bond funds and award contract in the amount of $2,892,300 for construction of police indoor gun range to Applegate Johnston, Inc. Facility (8,376 s.f.) including ten 25-yard firing lanes and a 60 person classroom with other support and storage spaces will be built on existing vacant land between the Fremont Detention Center and Police Department Building.
Develop a Local Business Stimulus Package to include reduction of Development Impact Fees citywide by 10 percent until December 31, 2010; create a specific package for Central Business District; explore changing the timing of development fee collection; exempt clean technology from Business License Tax until December 31, 2010; increase local business purchasing preference from 2.5 percent to 5 percent; participate in Statewide Community Infrastructure Program to help developers pay Development Impact Fees; expand "Shop Fremont" program; and explore creation of a Foreign Trade Zone.
Submit a draft General Plan Housing Element to the State of California. The draft element includes discussion of community engagement, inclusionary ordinance revisions, Transit Oriented Development, green building, universal design and increased need for extremely low income housing. Staff does not recommend a Jobs-Housing Linkage Fee at this time.
