Approved Paratransit Advisory and Planning Committee recommendation to make one change to funding formula for special transportation for seniors and the disabled for pass-through funds for July 1, 2009, to June 30, 2012, due to future unavailability of data from the Social Security Administration and the absence of an acceptable, alternative set of statistics.

Authorized up to $10,000 from the regional portion of bicycle and pedestrian safety funds to contribute to local and regional funding for Alameda County's 2009 Bike to Work Day promotion scheduled for May 14.

Approved annual renewal of Contracts Plan for Fiscal Year 2009/10 for 20 third-party administrative/professional services contracts.

Approved submission of necessary project information to California Transportation Commission to nominate BART Warm Springs Extension Project for inclusion in annual program of projects for $7.5 million funding from Proposition 1B State Local Partnership Program. BART's application equates to an expected $30 million of Program funding for this project.

Approval of full funding plan for BART to Warm Springs Extension Project. Project cost of $890 million with funding of $894 million.

Approved combining the Hesperian Boulevard/Lewelling Boulevard Intersection Improvements Project with the Lewelling Boulevard/East Lewelling Boulevard Widening Project AND to transfer the remaining Measure B programmed funding balance for fiscal year 2008/09 of $536,000 from the Hesperian project to the Alameda County Public Works Agency, sponsor of the second project.

Approval of Project Specific Funding Agreement with City of San Leandro for Plans, Specifications and Estimate Phase for East 14th Street/Hesperian Boulevard/150th Street Intersection Improvements to provide $306,000 for consultant design services, administered by City of San Leandro.

Approval of Amendment No. 4 to Master Funding Agreement with Alameda
County Congestion Management Agency to add I-80 Integrated Corridor Mobility Project/San Pablo Avenue Arterial and Transit Improvement Project to the Master Funding Agreement in order to designate the Agency as the project sponsor and assign terms of the Master Funding Agreement to the project.

Administration/Legislation/Finance Committee Items

Presentation of survey results of Requests for Proposals Follow-Up Research (aka Contracting Practices) by EMC Research Inc, Oakland. Bernida Reagan, Director of Community & Client Relations, Merriwether & Williams (Insurance Services) expressed appreciation for the survey's clarification of the Authority's contracting equity policies and processes, specifically regarding certification and outreach, for responding small and local businesses.

BART Oakland Airport Connector Project - Approved 2008/09 Strategic Plan Amendment to provide an additional $1.3 million of Measure B funding for remainder of 2008/09 fiscal year AND approved Amendment No. 2 to the Project Specific Funding Agreement with BART for Construction Engineering and Design Build Phases to obligate $1.3 million to the project.

I-880/Broadway-Jackson Interchange Project - Approved Amendment No. 1 to Professional Services Agreement with Kimley-Horn and Associates Inc. to increase contract budget for up to $80,000, for a total revised amount of $1.48 million, to prepare final Project Study Report.
