Born to a Scottish mother - a descendent of David Livingstone - and Welsh father in Nottingham, Frances Payne trained as a teacher at Portsmouth University and graduated from Nottingham University. Ms. Payne has taught all age groups from age 5 - 18 and traveled extensively throughout Britain. Her writing career began when she penned a "Thank You" note following a formal visit to Ohio that was printed in a local newspaper. She was asked to write a weekly column and has freelanced for several publications. Frances expressed interest in sharing a bit of news through the Tri-City Voice from "across the pond."
